Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Significant resources is allocated on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from across the border, a ability provided through up-to-date information. From vantage locations, defense planes that had been dispatched to intercept incoming cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems activated: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: maybe the incoming missile won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Ongoing Risks
Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on Western support – a need that neighboring countries are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, persist.
Political Considerations
It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unrealistic to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not shift further in its favour in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its benefit.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
