The Australian skipper has secured over 300 dismissals in 71 appearances with an impressive average.
The Australian chief selector the selector has confirmed that skipper Cummins will play a "major part" in this winter's Ashes series.
There were concerns that the veteran bowler might sit out due to a stress fracture in his back that had not yet healed.
Previous updates from team management suggested no official announcement had been made regarding whether he would play, with the Test matches set to start on November 21 in the WACA.
He revealed that his recovery is on track and remained hopeful about the prospects of taking part.
"We know that the window is narrowing and multiple considerations around that, not only his injury, but further aspects," the selector added.
"We're encouraged. We firmly believe that he's going to play a significant role. With luck from the opening match. Otherwise, then we'll pick it up."
Injury History
Cummins was ruled out the ODI and T20 games against India and New Zealand recently after medical tests showed a lower back issue.
He has a history of spinal problems, with recurrences in several earlier campaigns forcing him out of several home seasons in four years.
The bowler mentioned he would be bold in recovery efforts in his comeback strategy to secure his spot for the series.
He mentioned that it was unclear if he had started his bowling workouts as part of his rehabilitation but admitted it was "getting tight" for him to be fit for the first Test.
Contingency Plans
Should Cummins not be fit, ex-skipper Smith will take over the captaincy.
Versatile player Green was recently pulled out from the national team for their one-day international series against the subcontinent side as a precautionary measure because of soreness in his side.
Bailey described it as a "minor" injury and mentioned that Green will play in the Sheffield Shield, so will be "well-prepared to deliver overs."
"Considerable effort has gone into developing the strategy for him to take part for the first Test as an all-rounder," Bailey explained.
"His involvement was limited to the initial matches anyway. The way he swings the bat in limited-overs, should it hinder progress for 24 more hours, we just made the decision to approach this more conservatively."
